Bug fixes for sending out chats & alerts by username, not unit id (for duplicate unit id's).

Find email for user by unit & agency for Report Comments (to fix issue with duplicate unit id's).

Added E-Storage button to Detective tab on the Incident Form (for Case Management).

Added dropdown for selecting pre-set date ranges in the Incident Administration screen.

Added check box to the Upload Reports (public records upload) to allow user to hide reports already uploaded since last update.

Added Race, Sex, Hair, Eyes, Weight to searches.
